Ukraine’s Energy Infrastructure Comes Under Continued Russian Attacks
The Independent International Commission of Inquiry on Ukraine said Russian forces carried out "systematic waves of attacks" against energy-related infrastructure throughout the harsh winter of 2025-26, when temperatures dropped as low as minus 20C (-4 F).
The attacks damaged or destroyed electricity facilities, power transmission networks, heating systems and gas infrastructure. As a result, millions of people experienced extended electricity outages and shortages in heating. Previous UN monitoring has likewise documented "systematic" Russian attacks that caused major disruptions to electricity, heating and water supplies.
"Continued attacks on energy infrastructure are making living conditions increasingly unbearable for civilians, and we are concerned that the coming winter will be more difficult to endure," commission Chair Erik Mose said.
The commission reported that Ukrainian authorities had documented deaths and injuries linked to extreme cold conditions. It also said some residents were forced to move elsewhere during the coldest periods of the year.
The inquiry body additionally referred to reports of Ukrainian strikes targeting infrastructure inside Russia and in areas of Ukraine under Russian control. Those incidents reportedly resulted in civilian deaths and damage to civilian facilities, but the commission said it could not independently investigate them because it lacked sufficient access and information.
